Special Meeting City Council Minutes

Monday, November 17, 2025

The City Council met in a regular session at 6:00 p.m. in the Council Room with Mayor Crespin presiding.

Present: Mark Headlee, Gerry Jenkins, Kirk Crespin, David Zavala, Brad Johnson, Brent Bates, Kristin Schwartz, Mitch Hammes, Lance Clark

NEW BUSINESS

Ordinance No. 1283 – Chapter 30 – Zoning Ordinance and Appendix Second Reading

Councilmember Bates moved and Councilmember Headlee seconded to approve Ordinance No. 1283 – Chapter 30 – Zoning Ordinance and Appendix on second reading and order published.

Mayor Crespin stated “Let the record reflect that all Councilmembers voted an affirmative, motion passes 6-0”.

Resolution No. 25-11-01 “A Resolution Supporting the Future Interstate Highway Formula Program”

Councilmember Bates moved and Councilmember Jenkins seconded to approve Resolution No. 25-11-01 “A Resolution Supporting the Future Interstate Highway Formula Program”.

Resolution No. 25-11-02 “A Resolution Supporting the Future Interstate Feasibility Study for Heartland Expressway, Theodore Roosevelt Expressway, and a Portion of Ports-to-Plains High Priority Corridors”

Councilmember Bates moved and Councilmember Zavala seconded to approve Resolution No. 25-11-02 “A Resolution Supporting the Future Interstate Feasibility Study for Heartland Expressway, Theodore Roosevelt Expressway, and a Portion of Ports-to-Plains High Priority Corridors”.

Councilmember Bates moved and Councilmember Jenkins seconded to approve Resolution No. 25-11-03 “A Resolution Supporting Future Interstate Designation for Heartland Expressway, Theodore Roosevelt Expressway, and a Portion of Ports-to-Plains High Priority Corridors and Numbering Future Interstate Segments”.

Accept City of Lamar 2026 Optional Coverage Quotes and Certificates of Insurance Renewal

Councilmember Bates moved and Councilmember Jenkins seconded to approve the City of Lamar 2026 Optional Coverage Quotes and Certificates of Insurance Renewal through CIRSA and authorize the Mayor to sign.

Miscellaneous

Councilmember Bates stated that Darla Klotz needs a head count for the council that will be attending the Fantasy Tree Auction on Saturday, November 22, 2025.

Councilmember Jenkins asked if there was any updates on the traffic study.  Mayor Crespin stated that it is complete and has been sent to Administration and Chief Ridder to begin review.  He also stated that there is a program in Colorado Springs that sets an additional fee to those that are found guilty of in a case where they were ticketed.  This money then goes back to the department to help with the purchase of equipment needed.  He has directed City Administrator Hammes to research this and bring back to Council.

Councilmember Bates also announced that with the help of the City, Spreading Antlers will be doing a burn on the golf course on Wednesday, November 19, 2025 if anyone receives phone calls.

There was discussion on the work session scheduled for Tuesday, November 18, 2025 in regards to whether the City published notice of the meeting.  To make sure that there are no rules violated the Mayor and Mayor Pro-Tem will attend the work session and report back to Council.

Adjournment

There being no further business to come before the Council, Councilmember Jenkins moved and Councilmember Bates seconded that the meeting adjourn.
