Incoming Council Minutes

Monday, November 10, 2025

The City Council met in a regular session at 8:00 p.m. in the Council Room with Mayor Crespin presiding.

Present:   Joe Gonzales, Mark Headlee, Gerry Jenkins, Kirk Crespin, David Zavala, Brad Johnson, Brent Bates, Kristin Schwartz, Mitch Hammes, Lance Clark

Absent:                   

Oath of Office

Judge Porter administered the Oath of Office to Mayor Kirk Crespin and Councilmembers Brad Johnson, David Zavala, and Mark Headlee. 

Election of Mayor Pro-Tem

Mayor Crespin asked for nominations.  Councilmembers Jenkins and Zavala nominated Councilmember Bates for the position of Mayor Pro-Tem.  Councilmember Headlee and Johnson nominated Councilmember Gonzales for the position of Mayor Pro-Tem.  No other nominations were received.

City Clerk Williams asked for votes for Councilmember Bates; votes in favor of Councilmember Bates were Councilmembers Jenkins, Zavala, Johnson, Bates and Mayor Crespin.  Votes against Councilmember Bates were Councilmembers Gonzales and Headlee.

City Clerk Williams asked for votes for Councilmember Gonzales; votes in favor of Councilmember Gonzales were Councilmember Gonzales and Headlee.  Votes against Councilmember Gonzales were Councilmembers Jenkins, Zavala, Johnson, Bates and Mayor Crespin.

Councilmember Bates elected as Mayor Pro-Tem.

Designation of Banks for City Funds

Councilmember Bates moved and Councilmember Jenkins seconded to designate GN Bank, Frontier Bank, Community State Bank, Colorado Bank & Trust, TBK and adding McClave State Bank along with Edward Jones, ColoTrust, and CSAFE as the banks to use for City funds with the exception of Lamar Light and Power checks.

  • Voting No:     None

Mayor Crespin stated “Let the record reflect that all Councilmembers voted an affirmative, motion passes 7-0”.

Authorization for Check Signing

Councilmember Jenkins moved and Councilmember Bates seconded to authorize check signing by Mayor Kirk Crespin, Mayor Pro-Tem Brent Bates, City Clerk Linda Williams, and City Treasurer Kristin Schwartz.

  • Voting No:     None

NEW BUSINESS

Agreement for Law Enforcement and Security Services for 2025 Holiday Basketball Tournament

Councilmember Bates moved and Councilmember Jenkins seconded to approve Agreement for Law Enforcement and Security Services for the 2025 Holiday Basketball Tournament and authorize the Mayor to sign.

Agreement for Law Enforcement and Security Services

Councilmember Bates moved and Councilmember Headlee seconded to approve Agreement for Law Enforcement and Security Services between City of Lamar and Lamar High School from January 1, 2026 to December 31, 2026 and authorize the Mayor to sign with the change of date from November 24 to November 10 on the first page.

Schedule Public Hearing for Hotel/Restaurant Liquor License for Litzy Perez Valle dba/Los Juniors

Councilmember Jenkins moved and Councilmember Bates seconded to approve scheduling Public Hearing for Hotel/Restaurant Liquor License for Litzy Perez Valle dba/Los Juniors for November 24, 2025.

Voting Yes:   Gonzales, Headlee, Jenkins, Crespin, Zavala, Johnson, Bates

Voting No:    

Mayor Crespin stated “Let the record reflect that all Councilmembers voted an affirmative, motion passes 7-0”.

Resolution No. 25-11-04 – “A Resolution of the City Council of the City of Lamar, Colorado Setting the Interest Rate Paid on Customer Water Deposits”

Councilmember Gonzales moved and Councilmember Zavala seconded to approve Resolution No. 25-11-04 – “A Resolution of the City Council of the City of Lamar, Colorado Setting the Interest Rate Paid on Customer Water Deposits”.

  • Voting Yes:   Gonzales, Headlee, Jenkins, Crespin, Zavala, Johnson, Bates
  • Voting No:    

Mayor Crespin stated “Let the record reflect that all Councilmembers voted an affirmative, motion passes 7-0”.

Miscellaneous

Councilmember Bates gave a thank you to the new Councilmembers for stepping up for the community and welcome.

Adjournment

There being no further business to come before the Council, Councilmember Jenkins moved and Councilmember Bates seconded that the meeting adjourn.
