City Council Minutes

The City Council met in a regular session at 7:11 p.m. in the Council Room with Mayor Crespin presiding.

Present:   Joe Gonzales, Shalah Mata, Gerry Jenkins, Kirk Crespin, David Zavala, Manuel Tamez, Brent Bates, Kristin Schwartz, Lance Clark

Executive Session – For the Purpose of Determining Positions Relative to Matters that May be Subject to Negotiations, Developing Strategy for Negotiations, and/or Instructing Negotiators Under C.R.S. 24-6-402 (4)(e) regarding the City Administrator Search

Councilmember Tamez moved and Councilmember Mata seconded to enter into Executive Session – For the Purpose of Determining Positions Relative to Matters that May be Subject to Negotiations, Developing Strategy for Negotiations, and/or Instructing Negotiators Under C.R.S. 24-6-402 (4)(e) regarding the City Administrator Search.

  • Voting Yes:   Gonzales, Mata, Jenkins, Crespin, Zavala, Tamez, Bates
  • Voting No:     None

Mayor Crespin stated “Let the record reflect that all Councilmembers voted an affirmative, motion passes 7-0”.

Regular meeting recessed and executive session convened at 7:13 p.m.

Councilmember Tamez moved and Councilmember Jenkins seconded that executive session adjourn at 7:28 p.m. and open meeting was reconvened.

  • Voting Yes:   Gonzales, Mata, Jenkins, Crespin, Zavala, Tamez, Bates
  • Voting No:     None

Mayor Crespin stated “Let the record reflect that all Councilmembers voted an affirmative, motion passes 7-0”.

Discussion Regarding the City Administrator Search

Mayor Crespin reported that there were 14 applications reviewed for the City Administrator search and has been narrowed down to 4 finalists.  The finalists are Aaron Escamilla – Greeley, CO, Lou Leone – Delavan, WI, Mitchel Hammes – Colorado Springs, CO, Sam Demel – Purcell, OK.

Councilmember Bates moved and Councilmember Mata seconded to approve interviewing the four finalists for the City Administrator position.

  • Voting Yes:   Gonzales, Mata, Jenkins, Crespin, Zavala, Tamez, Bates
  • Voting No:     None

Mayor Crespin stated “Let the record reflect that all Councilmembers voted an affirmative, motion passes 7-0”.

Miscellaneous

Mayor Crespin reported that they were able to get the sand for Escondido Soccer Field from a location near Syracuse, KS and our employees did the hauling so we were able to accomplish the top dressing prior to the first LCC Soccer game for under $5,000.00.

Mayor Crespin also announced that we have a second Code Enforcement Officer that started today.  Welcome aboard Code Enforcement Officer Ruiz.

Mayor Crespin stated that there was no need to have a second Executive Session.

Adjournment

There being no further business to come before the Council, Councilmember Bates moved and Councilmember Jenkins seconded that the meeting adjourn.
