Monday August 10, 2026

The City Council met in a regular session at 7:00 p.m. in the Council Room with Mayor Crespin presiding.

Present: Joe Gonzales, Mark Headlee, Gerry Jenkins, Kirk Crespin, David Zavala, Brad Johnson, Brent Bates, Kristin Schwartz, Mitch Hammes, Lance Clark

Consent Agenda

Councilmember Jenkins moved and Councilmember Bates seconded to approve the consent agenda Items 1-4.

City Treasurer Report

City Treasurer Schwartz reported that regarding the Main Café Cleanup Grant, there is a mandatory pre-bid conference and walk-thru of the site with the bidders tomorrow August 11, 2026 at 2:00 p.m.

City Treasurer Schwartz stated in Tyler they are still working on Sales Tax, Court, and Parks & Rec.

City Treasurer Schwartz stated that she has started working on the budget, budget meetings start with the Directors the week of August 17, 2026.  She stated that she and City Administrator Hammes will have a work session with Council on August 24, 2026 to discuss revenue projections and what Council is looking for in the 2027 budget.

City Treasurer Schwartz stated that HR is working on open enrollment scheduled for October.

City Administrator Report

City of Lamar Employee Appreciation Event

City Administrator Hammes announced the City of Lamar Employee Appreciation Event on Thursday, August 20, 2026 at the North Gateway Ponds, 10:00 a.m. to 2:00 p.m.

CML Effective Governance on the Road

City Administrator Hammes announced that the CML Effective Governance on the Road will be Wednesday, August 26, 2026 10:00 a.m. to 2:00 p.m. in the Cultural Event Center.

Colorado State Fair Parade

City Administrator Hammes announced the City of Lamar is participating in the Colorado State Fair Parade on Saturday, August 29, 2026 in Pueblo, Colorado.  The participants will be the Lamar City Council and some employees, Prowers Medical Center, Total Health & Wellness Center, Lamar School District, Lamar Chamber of Commerce and Honkers, TA Express, & Main St. Lamar Board.  They have put all of the Lamar participants in one area of the parade.

2026 CML Fall District 6 Meeting

City Administrator Hammes announced that the 2026 CML Fall District 6 meeting will be hosted by the City of Lamar on Wednesday, September 23, 2026, 5:00 to 7:30 p.m. at the Historic Cow Palace Inn & Tavern 1301.

Miscellaneous

City Administrator Hammes announced that he had received a phone call today from Jennifer, who stated that she was traveling through Lamar when she had vehicle trouble and her phone was about to die.  She ran into a Win Local Ambassador who works for the City and happens to be present at tonight’s meeting Mike Bellomy.  Mr. Bellomy stopped to help her and with his own money provided her with a phone charger.  She also stated that Austin Motors took care of the car trouble she was having.  She stated that Lamar had a really exciting and home town feel to her.  He stated that what a good example of what a Win Local Business and Ambassador can do to make a difference.

Council Liaison

Parks & Recreation Board Update

Councilmember Gonzales stated during the meeting they just touched base on items since Kolby is new to the position.  Councilmember Gonzales stated that Parks & Recreation Director Brubacher may have monthly meetings for about 6-months until things begin to take off.  Councilmember Gonzales stated that some key points were the following.

  • Director Brubacher would like to get to know everyone on the board
  • Director Brubacher touched base on some of the programs mentioning that the youth leagues have great participation and numbers are amazing, adult programs running okay and they are hoping to expand them, mentioning pickleball in the future.
  • Everything is up to date with the coach, parent policies
  • Facility maintenance
  • Will look into grants for ADA accessible playground equipment
  • Expansion of the cemetery
  • Explanation of the Community Building closing on Sundays

 Senior Center Update

Councilmember Headlee announced that the Senior Center will offer beginning Spanish classes beginning August 25, 2026 on Tuesday and Thursday, 1:00-3:00 p.m.

Lamar Housing Authority Board Update

Councilmember Jenkins reported that everything is going good at Lamar Housing.

Public Safety Board Update

Councilmember Jenkins stated that the next Public Safety Board meeting is August 20, 2026, 4:30 p.m. in the Library.

Code Enforcement Thank you

Councilmember Jenkins wanted to thank Code Enforcement Officer Bellomy for getting a particular area on W. Washington Street cleaned up.

Parks & Recreation Update

Councilmember Jenkins stated that Parks & Recreation Director Brubacher invited her on a ride along with him.  She stated that she was surprised with everything he showed her and realizes there are budgets that need to be worked with, however the carpet at the community building needs to be replaced.  He also took her to Escondido Park on one side it is really nice.  She stated that the employees are really working hard on these areas.

Skunk Trap Update

Councilmember Johnson continues to encourage citizens to utilize the skunk traps available through the City, it’s a great program.

Willow Valley Update

Councilmember Johnson announced that he had spoken with Mark Carrigan regarding the completion of the Willow Valley water line project.  Mr. Carrigan believes they should be finalizing everything in the next couple of weeks and then the Street Department will make all of the street repairs.

SECCI Golf Tournament

Councilmember Bates reported that they had 18 teams/72 players participate in the SECCI Drive for Hope Golf Tournament, great success.

Mayor Crespin announced that they have a meeting scheduled to work on getting quote for some pickleball courts.  He also stated that they have a few meetings scheduled with some potential developers.

Mayor Crespin stated that he feels that the Council needs to get involved in the Community and thanks them for what they have done.

NEW BUSINESS

Introduction & Oath of Office for Officer L. Martinez

Police Chief Ridder introduced Officer Louis Martinez, Mayor Crespin did Oath of Office and wife Taryn did his badge pinning.

Deputy Chief Fire Promotion

Fire Chief Burkhart announced the promotion of Captain Ryan Cook to Deputy Fire Chief.

Request for Extra-Territorial Water and Wastewater Services

Councilmember Bates moved and Councilmember Zavala seconded to approve the extra-territorial water/wastewater service agreement with Wojtyczka Enterprises at 6620 Rodeo Dr.

Recap of Code Comply Summit

City Administrator Hammes stated that Code Enforcement Officer Bellomy attended a three day national code enforcement training program in Garden Grove, CA.  Code Enforcement Officer Bellomy talked about Compliance and Voluntary Compliance this helps with what the City wants to see and how to help the citizens comply.  He stated that he went to the following session;

  • Field Communications
  • Conflict Management
  • Techniques of De-escalation
  • International Property Maintenance Code
  • Violations & Notices

Code Enforcement Officer Bellomy stated that he believes City Administrator Hammes has some changes and identified new processes for Code Enforcement to follow and he would appreciate the support of the council going forward.

Letter of Engagement for Independent Municipal Counsel

Councilmember Bates moved and Councilmember Johnson seconded to approve Mayor to sign letter of engagement for Independent Municipal Counsel with Collins Cole Winn & Ulmer, PLLC (CCWU).

Miscellaneous

Mayor Crespin stated that KVAY will host council after the first meeting of the month.  Councilmember Johnson will attend tomorrow morning radio show and Councilmember Bates will attend in September.

Councilmember Bates stated that the 2026 Two Shot Golf Tournament is coming up and they currently have 24 new teams, currently they have 60 team spots available.

Councilmember Headlee announced that PMC is hosting a Stop the Bleed class on August 24, 2026 at the Community Building, contact Tianne Woodward.

There being no further business to come before the Council, Councilmember Jenkins moved and Councilmember Bates seconded that the meeting adjourn.
