The City Council met in a regular session at 7:00 p.m. in the Council Room with Mayor Crespin presiding.
Present: Joe Gonzales, Shalah Mata, Gerry Jenkins, Kirk Crespin, David Zavala, Manuel Tamez, Brent Bates, Kristin Schwartz
Absent: Lance Clark
Amend Agenda to Add 2 New Items as Item 4 & 5 Moving Item 4 & 5 to 6 & 7
Councilmember Bates moved and Councilmember Jenkins seconded to approve to amend agenda to add 2 new items as item 4 & 5 moving item 4 & 5 to 6 & 7.

Executive Session – (1) For the Purpose of Determining Positions Relative to Matters that May be Subject to Negotiations, Developing Strategy for Negotiations, and/or Instructing Negotiators Under C.R.S. 24-6-402 (4)(e) regarding the City Administrator (2) For the Purpose of Determining Positions Relative to Matters that May be Subject to Negotiations, Developing Strategy for Negotiations, and/or Instructing Negotiators Under C.R.S. 24-6-402 (4)(e) regarding Economic Development
Councilmember Jenkins moved and Councilmember Mata seconded to enter into Executive Session – (1) For the Purpose of Determining Positions Relative to Matters that May be Subject to Negotiations, Developing Strategy for Negotiations, and/or Instructing Negotiators Under C.R.S. 24-6-402 (4)(e) regarding the Chief of Police (2) For the Purpose of Determining Positions Relative to Matters that May be Subject to Negotiations, Developing Strategy for Negotiations, and/or Instructing Negotiators Under C.R.S. 24-6-402 (4)(e) regarding Economic Development.

Regular meeting recessed and executive session convened at 7:05 p.m.
Councilmember Jenkins moved and Councilmember Gonzales seconded that executive session adjourn at 7:31 p.m. and open meeting was reconvened.

Discussion and Decision Regarding City Administrator Candidates
Councilmember Tamez moved and Councilmember Bates seconded to approve the hiring of Mitch Hammes as the new City Administrator, his start date will be October 27, 2025.
- Voting Yes: Gonzales, Mata, Jenkins, Crespin, Zavala, Tamez, Bates
- Voting No: None

Discussion Concerning PEP & Possible Decision on Funding
Councilmember Gonzales moved and Councilmember Zavala seconded to wait and look at funding in 2026 for a possible increase to PEP with the 2027 budget year.

Discussion and Possible Approval of New National Opioid Settlement – Purdue Pharma L.P. & Sackler Family Settlement
Councilmember Bates moved and Councilmember Mata seconded to approve permission to submit approval for the new National Opioid Settlement – Purdue Pharma L.P. & Sackler Family Settlement and allow Mayor to sign.
- Voting Yes: Gonzales, Mata, Jenkins, Crespin, Zavala, Tamez, Bates

Discussion and Possible Approval of New National Opioid Settlement – Walmart Settlement
Councilmember Jenkins moved and Councilmember Gonzales seconded to approve permission to submit approval for the new National Opioid Settlement – Walmart Settlement.
- Voting Yes: Gonzales, Mata, Jenkins, Crespin, Zavala, Tamez, Bates

Miscellaneous
Councilmember Bates reported that the 2-Shot Golf Tournament was a success, they had 36 teams participate and received great feedback. He gave a shout out to the Yaks for their fly over, Tavern 1301 for dinner, Elks for lunches and Reedy’s for breakfast. Also congratulations to Air Care for their 50-year anniversary and Allen Tinnes 80th birthday.
Councilmember Gonzales asked if there had been any updates on the Pocket Park. Mayor Crespin stated that he has not heard nor received anything in writing from Trevor or Ark Valley Wind & Percussion.

There being no further business to come before the Council, Councilmember Bates moved and Councilmember Mata seconded that the meeting adjourn.
