PRIMARY OBJECTIVE OF POSITION:
Under general supervision and direction, directs enforcement of municipal codes relating to nuisances and animal control. Coordinates inspections and investigations of violations and initiates abatements when warranted. Posts and maintains all appropriate records for mentioned duties.

Essential duties and responsibilities may include, but are not limited to, the following:
MAJOR AREAS OF ACCOUNTABILITY AND PERFORMANCE:
Receives and processes complaints of violations, patrols city for municipal code and animal control violations, gathers information and evidence, conducts inspections of reported violations, works with animal owners and property or business owners, city staff and others to obtain compliance with code requirements; responsible for coordination and scheduling of trash, weed, junk and junk vehicle abatements; sees to proper care of contained animals; exercises impounded dogs; show dogs to potential adoptees; sees to the disposal of dangerous, injured or abandoned animals; keeps accurate records, including but not limited to computerized files on the status of complaints and violations; prepares evidence and provides testimony for violations, which are directed to the Municipal Court; operates personal computer with various software applications; uses electronic and manual files to locate and identify property owners for violation notification, abatement and subsequent billing; administers and enforces provisions of the sign code ordinance; provides public information and education on city codes and procedures.
Works with information restricted to specific persons; oversees supplies and equipment; safely uses firearms; occasionally handles small amounts of funds; ability to remain calm in stressful situations; ability to cope and work with irate citizens; works independently in the field; effectively communicates codes and ordinances; ability to effectively present information and respond to questions from various groups; position requires frequent contact with other employees and the public. Ability to establish and maintain effective working relationships with volunteer and rescue groups, news media, Colorado Humane Society, Colorado Department of Wildlife, Colorado Agriculture Agency, Prowers County Sheriff’s Department, other City staff and the general public. Must have a working knowledge of the requirements of the City of Lamar Municipal Codes – 07 Health, Sanitation and Animals Code.
PHYSICAL DEMANDS:
Position requires moderate physical involvement; for the most part is a sedentary position which involves sitting most of the time, but also involves walking or standing for brief periods of time; primary responsibilities for this position will take place either in a standard office environment or on assigned sites. Work involves exposure to noise, dust, undesirable weather conditions and potentially unsafe conditions. Proper safety equipment should be used where undesirable physical conditions and hazards exists, to prevent injury. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
- Must be able to occasionally lift and carry 50 pounds and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.
- Must be able to see in low or bright lights and distinguish between colors.
- Must be able to hear clearly and speak clearly.
- Must be able to write reports, business correspondence and procedure manuals.
- Ability to read, understands, analyze and interprets technical and business written materials, procedures and regulations.
- Must be able to perform basic mathematical calculations.
- Constant usage of fingers and both hands.
- Works involves sitting or standing 60% of the time and walking and standing while performing various tasks 20% of the time.
- Occasionally stoops, kneels, crouches, bends, crawls, climbs, including reaching overhead.

EDUCATION, TRAINING, AND EXPERIENCE REQUIREMENTS:
Any combination of education and experience equivalent to graduation from high school; working knowledge of safe and efficient working practices as they relate to code enforcement and animal control; working knowledge of computers and related software and programs.
LICENSE AND CERTIFICATION REQUIREMENTS:
Possession of a valid Colorado Driver’s license.
