FLSA Status:  Hourly

PRIMARY OBJECTIVE OF POSITION: Under general supervision, provides emergency responses for fire, ambulance and hazardous materials incidents.  Work responsibilities include providing advanced life support to Prowers, Bent and Kiowa counties.

MAJOR AREAS OF ACCOUNTABILITY AND PERFORMANCE:

Responds to fires, ambulance and/or hazardous materials emergencies.  Must be capable of the safe, effective and efficient operation of all fire fighting apparatus and equipment within the Lamar Fire Department.  Must have complete knowledge of the required fire fighting skills to affect the safe and effective methods used in modern fire suppression.  Must have a thorough knowledge of all required Medical Protocols used by the Lamar Ambulance Service.  Must keep abreast of all emergency service techniques, and emergency medical equipment used by the Lamar Ambulance Service.  Maintains a First Responder Level of Hazardous Material Response.  Maintains a workable knowledge of all Hazardous Material Response equipment used by the Lamar Fire Department.  Performs maintenance and inspections of all equipment, apparatus and stations used by the Lamar Fire and Ambulance Services.  Prepares various reports, records and other documents as necessary. Performs Fire Prevention and public education to surrounding communities.  Able to provide discussions to groups, about the services provided by the Lamar Fire and Ambulance Service.  Maintains and display excellent people skills.  Provides and assists in all aspects of training for the Lamar Fire and Ambulance Services as directed by the Fire Chief.  Follows all applicable guidelines, safety standards, standard operating procedures, rules, regulations, codes, laws and city ordinances required. Enforces International Fire Codes, public fire safety programs and emergency preparedness.  Coordinates fire and ambulance operations with other City departments and other agencies to ensure seamless service to citizens.

Oversees the disbursement and accountability for cash travel reserves, petty cash reserves and federally controlled narcotic medications. Uses equipment requiring care to assure against breakdown or damage and to maintain accountability; serves 48-hour “on duty” and 96-hour consecutive offduty status; operates personal computer with various software equipment and other various office equipment; works regularly with information, which is generally limited.  Supports the relationship between the City of Lamar and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff; maintains absolute confidentiality of work-related issues and City information; performs other duties as assigned.

PHYSICAL DEMANDS:  Position requires physical involvement; involves walking and standing; primary responsibilities for this position will take place either in a standard office environment or on assigned sites.  Work involves exposure to heat, noise, dust, fumes, smoke, gases, solvents, pesticides or herbicides undesirable weather conditions and potentially unsafe conditions.  Proper safety equipment should be used where undesirable physical conditions and hazards exists, to prevent injury.  Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

  • Must be able to lift and carry 50 to 100 pounds occasionally, and/or up to 25 to 50 pounds of force frequently, and/or 10 to 20 pounds of force constantly to move objects.
  • Must be able to see in low or bright lights and distinguish between colors.
  •  Ability to adequately see to operate City equipment.
  •  Must be able to hear clearly, speak clearly in person and on a two-way radio
  • Ability to write and prepare reports.
  • Ability to read, understand, and interpret written material, reports, plans, diagrams, blueprints and specifications.
  •  Ability to perform math skills such as adding, subtracting, multiplication and division.
  • Constant usage of fingers and both hands.
  • Work involves sitting or standing 50% of the time and walking and standing while performing various tasks 30% of the time.
  • Occasionally stoops, kneels, crouches, bends, crawls, climbs, including reaching overhead.
  • Must be able to maneuver within debris and wreckage settings.
  • Knowledge and ability to operate and maintained department equipment.

SUPERVISION – RESPONSIBILITY FOR WORK OF OTHERS: Shall assist in the continuous training of the part-time Lamar Fire and Ambulance and when needed, supervise those members while they are actively involved with the City of Lamar Fire and Ambulance Services.

EDUCATION, TRAINING, AND EXPERIENCE REQUIREMENTS: High school diploma or equivalent; experience in firefighting, including advanced level (EMT-Paramedic) pre-hospital EMS experience; hazardous materials operations level training; experience in EMS and patient care; OR an equivalent combination of education, training and experience.

LICENSE AND CERTIFICATION REQUIREMENTSPossession of valid State of Colorado Driver’s License.  State of Colorado EMT-Paramedic / OR NREMT EMT-Paramedic.  IFSAC / OR State of Colorado Firefighter 1 certification.  Emergency vehicle operation certification.   CPR certification.  IFSAC / OR State of Colorado Hazardous Materials Operations certification.

NECESSARY KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of fire science, firefighting principles, practices, methods and techniques, fire investigations, causes and origins, rescue training, fire prevention and codes and hazardous materials management.
  • Understanding of department’s organization, policies and procedures.
  • Understanding and knowledge of basic accounting and budgeting principles and practices.
  • Knowledge of principles and practices of administrative management, effective employee supervision and project management.
  • Respond to fire and alarms promptly, effectively, and efficiently;
  • Effectively and safely performs all fire suppression and rescue duties;
  • Responds and works well under stress conditions; makes sound judgments;
  • Understands fire department water hydraulics and apparatus operations and operates equipment effectively and efficiently;
  • Drives all emergency equipment appropriately and safely;
  • Administers emergency medical service procedures confidently and effectively;
  • Performs effective and thorough fire prevention inspections;
  • Attends physical training sessions and applies knowledge gained, and continues to train in advanced areas of fire suppression, fire prevention and emergency medical procedures;
  • Maintains good physical condition and agility;
  • Understands and follows oral and written instructions;
  • Establishes and maintains effective working relationships with fellow workers, all other departments, other governmental agencies and the public;

Additional Information:  This position is considered a safety sensitive position because the individual performs safety-sensitive functions on a daily basis.
